The ARC EIS studies investment strategies to increase capacity and improve accessibility of rail passengers to midtown Manhattan from New Jersey and New York counties west of the Hudson River via a new tunnel. NJ TRANSIT estimates the new tunnel will nearly double the number of trains that can travel into Manhattan at rush hour therefore reducing congestion and travel time. |
