The critical role of public input in transportation planning

A Public Involvement Plan (PIP) is part of virtually every transportation and infrastructure project. What’s sometimes overlooked, however, is that the PIP serves critical needs that go well beyond ensuring regulatory compliance for a project. In its comprehensive resource guide on public involvement, the Federal Highway Administration (FHWA) details the vitally important role public involvement plays in transportation planning. Namely, public input provides:

  • Valuable insights to state Departments of Transportation (DOTs), Metropolitan Planning Organizations (MPOs), resource agencies, and public transportation providers into how the community views potential impacts of the proposed action.
  • A means for the public to express their needs, preferences, and concerns—information that is used to inform project decision-making.
  • A channel for the public to help shape the substance and scope of transportation plans and projects.
